The meeting was held at the Mentouri brothers University of Constantine 1 and opened by the vice rector in charge of higher education in the third cycle and scientific research, Dr. Hamza CHEHILI as a representative  of  the university rector, Dr. Choul BENCHAHRA. The attendees of this meeting were the 138 accepted PhD candidates, the national follow-up committee of the PhD training, the president of the national committee of remote training and university teachers assigned to teach the third cycle.

Dr Hamza CHEHILI, in his speech as a representative of the university rector Dr. Choul BENCHAHRA, after congratulating the winners of the PhD competition and considering them as an example of the true perseverant university student, highlighted the importance of the  university research in the achieving of intended economic development for the country.

Dr. Hamza CHEHILI also valorized the crucial impact of the committees in the success of this important university event that will contribute in  achieving development and knowledge in various fields. This latter will be by enriching the scientific research both academically and professionally. “This will be accomplished by the adoption of scientific research projects that help the university  to be adapted with the current economical situation”, says the speaker.

The vice rector in charge of higher education in the third cycle and scientific research also highlighted the role of the university of Constantine 1 in respecting all of the scientific and research measures which guarantees the contribution of the higher education and scientific research institutions in the best scientific equation as one of the most important university's institutions across the country. In  the same context, He extended his appreciation on behalf of the rector to all those who contributed to the success of the organizational process for the PhD competition at the University of Constantine 1, brothers mentouri.

Kamel Baddari announces the launch of the training course for PhD students through the qualified universities

Mr. Kamel Baddari, the minister of higher education and scientific research, had announced in a speech through remote lecturing technology, the official launch of the PhD training in all the universities that have been qualified to organize it. He highlighted, in the same context, that what makes the academic year exceptional is the adoption of an initial formative program through the implementation of national references in educational modules which was about philosophy, English language, Information technologies and communication in science and pedagogy. “…Today's meeting is to give the starting signal of the horizontal training in the first year of the preparation for the PhD degree. It is a training that aims to make another leap to build a system of higher education and scientific research at the level of the Algerian citizen aspirations. Kamel Baddari also said that he works hard to make the university a locomotive for the notional and local economy. He also spoke of adding a value represented in creating wealth through founding startups so the students would create employment opportunities.”

The minister of higher education and scientific research added that being an entrepreneurial pioneering university in adopting smart scientific projects contributes to making the desired positive transformation as a splitting point in the moving of the economic growth wheel in the country. “We are firmly convinced that the future career of our students will be in the founding of start-ups that we consider as a temporary economic regulation. It will join the freestanding institutions in the future which will contribute to the construction of a belt by transforming the product into an investible product. It is another activity added to the tasks of the Algerian university through scientific research projects that contribute to the development of the national economy in different scientific fields that the student, who carries an entrepreneur mindset, will specialize in it.”

In his speech, Kamel Baddari also spoke about the need to acquire basic skills such as foreign languages and software, based on innovation and creativity to transform them into market products, through coordinating work between the university, the local institutions, public authorities and the Algerian government: “... This exceptional year shows in the opening of many branches in the field of training and the university's interaction with its economic and social environment, 6010 Phd positions across 14 fields, 51% in technology and 49% in social sciences, such as: food security, energy security, citizen health, as well as other sectors in line with society's requirements in social and economic fields, 22% of the offers are for food security, 6% for energy security. The university must give more importance to this strategic sector, especially, renewable energies, with an estimated 12% increase in citizen health. It is considered as a low proportion as well as the necessity of coordination work to be established in order to make the desired qualitative boom in the field of scientific research and to obtain the food insurance required by the citizen.”

The minister of higher education and scientific research presented statistics of the number of the qualified universities to organize the PhD competition and how long they took “ ..91 university institutions were accredited to organize PhD competition, 1632 competition was organized in one month from January 15 to February 15, also the concerted efforts between the teachers and the administration in the universities had positive results and gave the competition its required credibility.”

He also said that the academic year 2022/2023 knew a new procedure which is creating a national committee that follows up the PhD training by vertue the ministerial decree n° 1419 of December 24^th  2022, which he considered as the ministerial decree that gives great importance to the first year training in educational modules which are philosophy and English language since it is a global language.

The minister urged the successful students to adopt essential skills in order to obtain a positive interaction with the society “… The Algerian Doctor should interact with others using a global  language, by using telecommunication and information technologies, and by using the available resources in that domain, because teaching is a learning profession. That’s why, we need to concentrate on training. The goal is to create a citizen who knows and uses both law and constructive criticism and communicate with others using foreign language, especially, English language, and this is what must be used during the transmission of cognitive information, as well as by using Entrepreneurship role program and leading business, knowing that 15% of startups are led by PhD students.”

Kamel baddari talked in his speech about fixing the PhD system, by using the curriculum reform which will be distributed soon on the concerned ones to enrich it “ …. Logic, reason and the English language are adopted by the training program waiting for the reform of the Phd system, by fixing the PhD curriculum which will be distributed immediately after the completion of program for enrichment and criticism to be adopted next year, especially, since we are going to improve pedagogy and scientific research  and also improving teaching conditions and teachers working conditions. Applying our program will not be achieved without the company of university teachers by enrichment and improvement, and by evaluating the present for the better .. »

And finally he congratulated the successful students, and considered them the elite group of higher education and scientific research who have proven success after another, by graduating in all stages of higher education, and he also considered them the interface of science and research field, by addressing  economical and social problems , he also stopped by the celebration of victory day concerning the role of students today as a token of loyalty to the martyrs .
